What is the process to make a decision as to whether to set up a Community of Owners or not?

We are a group of 7 owners all of equal size properties. Some owners are thinking of setting up a community of owners. What is the process to make a decision as to whether to set up a Community of Owners or not? Does a meeting of owners need to be be held and if so, how many need to attend or register their vote beforehand for the meeting to take place? Also, if the meeting takes places what percentage of votes need to be in favour of setting up a Community to Owners for the resolution to be passed?
